MEMORANDUM
OF UNDERSTANDING between Kunsan National
University and Western Washington University
Kunsan
National University, Kunsan, Chollabuk-Do, Republic
of Korea and Western Washington University, Bellingham,
Washington, desiring to establish co-operative relations
between the two institutions to promote friendship
and to co-operate in a mutually beneficial association
have agreed that:
1. The
two institutions shall encourage co-operation in
any discipline which is studied in both institutions.
2. The
two institutions shall seek to promote:
a) exchange
of information and materials that are of mutual
interest, and b) exchange between the
two institutions of:
(i)
Academic and administrative staff (ii)
Research staff (iii) Visiting scholars (iv)
Students (v) Other staff mutually
agreed upon, and
c) provision
of briefing services by each institution for
visitors from the other Institution, and d) other
forms of co-operation which the two institutions
may jointly arrange.
3. The
two institutions shall decide through consultation
the specific areas and details of cooperation within
the framework of this agreement, and shall consult
from time to time at the request of either institution
for the purpose of reviewing the operation of this
agreement.
4. The
financial arrangements involved in the implementation
of this agreement shall be settled through consultation
between the two institutions in respect of each
program of cooperation.
5. The
agreement shall become operative on signing and
shall remain in force for a period of three (3)
years.
6. This
agreement may be amended and supplemented by agreement
between the two institutions.
7. Either
institution may terminate this agreement by giving
(6) months notice in writing to the other institution.
Any projects, training, or exchanges that may have
commenced at either institution before the date
of termination may be completed by special agreement
between the two institutions.
8. The
institutions shall confer concerning the renewal
of this Memorandum of Understanding six (6) months
prior to the date of expiration.

FACULTY
EXCHANGE AGREEMENT

It
is the objective of this agreement to strengthen
the international dimension of the participating
institutions through the development of student
and faculty exchanges. In recent years global communication
and transportation systems have brought nations
closer together, making it imperative that creative
and mutually beneficial exchanges be instituted,
in order to foster more meaningful understanding
among peoples and nations of the world. Kunsan National
University and Western Washington University enter
into this agreement dedicated to its success and
committed to the goal of enhancing the international
education programs of the two institutions.
The
following articles are agreed upon in order to provide
policies for the continued development of the exchange
program.
Article
I - Membership It shall be understood that
the participating institutions in this agreement
are Kunsan National University, hereinafter KSNU,
located in Kunsan, Chollabuk-Do, Rep. Of Korea,
and Western Washington University, hereinafter WWU,
located in Bellingham, Washinton, U.S.A. acting
for and on behalf of the Board of Regents, a public
corporation of the State of Washington.
Article
II - Amendments It shall be agreed that when
changes become necessary to ensure the success of
the exchange program, the signing parties shall
meet and/or correspond to discuss recommended changes
which, if acceptable to all parties, shall be added
to this document as amendments.
Article
III - Program Administration Following the
acceptance and signing of this agreement, the day-to-day
administration of the program will be accomplished
by the designated administrative offices and administration
in their respective locations. In Kunsan, that individual
so identified shall be Dean of Office for Planning
& Research, and in the United States, Vice Provost
for International and Extended Programs. All future
communications and program arrangements shall be
between these two individuals and/or their designated
representatives.
Article
IV - Fostering Faculty Exchanges It shall
be the responsibility of the Dean of the Office
of Planning and Research at Kunsan and the Vice
Provost at Western to foster faculty exchanges of
mutual benefit to both universities.
Article
V - Selection of Faculty Participants Approximately
one academic year in advance of any agreed upon
exchange, the participating parties shall identify
faculty members interested in the program and exchange
complete copies of resumes so that appropriate participants
may be selected.
Any
given faculty exchange may be for a duration of
two weeks to one academic year, depending on the
institutions and the selected participants. The
coordination administrators (see Article III) shall
confer with each other as well as with department
chairpersons, deans, etc., in the selection process
and communicate the final selections to the other
institution.
Article
VI - Housing and Transportation Kunsan will
provide its faculty round-trip travel for the exchange,
and Western will provide round-trip travel for its
faculty. Housing arrangements are to be made in
writing at least six months in advance between the
faculty member and his or her department/college/university
in keeping with other understandings in this agreement.
Article
VII - Exchange Faculty Income and Insurance Salaries,
benefits, and insurance are to be provided to the
faculty member by his or her university.
Article
VIII - Government Regulations and Visas The
participating institutions shall be responsible
for completing all necessary documents and registering
with the proper government offices in their respective
countries in order to facilitate the process of
securing proper documentation, work permits, visas,
etc, for the participating students and faculty
members.
Article
IX - Final Report and Evaluation At the conclusion
of each faculty exchange, the participating faculty
members shall prepare a report summarizing their
teaching responsibilities, departmental activities,
community outreach experiences, and in general,
the impact of the experience on their professional
development. The final report shall also include
a section written by department chairs evaluating
the faculty members" contribution to the host
institutions as well as evaluating the exchange.
Article
X - Non-Discrimination Both parties agree
not to discriminate against any faculty member,
prospective student or staff member in any manner
whatsoever on account of race, creed, sex, age,
religion, national origin, or mental or physical
handicap, providing that such handicap does not
prevent satisfactory performance.
Article
XI - Continuation and Termination of the Agreement This
agreement shall take effect on July 11, 2000 and
end on July 10, 2003, and may be renounced by either
party. Such termination will become effective one
year after the end of the term in which one institution
notifies the other, in writing, of its intention
to terminate the agreement. Any extension of this
agreement must be in writing and signed by both
parties.
The
signing of this document by the appropriate organizational
representatives constitutes a spirit of goodwill
and honorable agreement in order to facilitate the
success of the exchange program.

STUDENT
EXCHANGE AGREEMENT between Kunsan
National University and Western Washington
University, USA
Introduction The
purpose of this Agreement is to further mutual understanding
between Western Washington University and Kunsan
National University and to enhance each university"s
objectives for teaching, learning, and internationalization.
Kunsan National University and Western Washington
University agree to institute this exchange program
under the following terms:
1. Academic
Year a)
The academic year at Western Washington University,
consists of four (4) quarters, and extends from
September to December, January to March, April
to June, and June to August. b) The academic
year at Kunsan National University consists
of two (2) semesters, and extends from March
to August and from September to December including
vacations. c) While the duration
of each exchange will normally be for one academic
year, exchanges of one semester will be permitted
if approved by both parties. Moreover, short-term
ESL programs may be approved for Kunsan students
to study at Western Washington University.
2. Number
of Participants a) Western
Washington University will send up to two (2)
exchange students to Kunsan National University
and Kunsan National University will send up
to two (2) exchange students each year to Western
Washington University during the duration of
this agreement, unless this number is varied
by mutual agreement. b) Both
universities will review the program annually
for any imbalances in the number of exchange
students, and will adjust the number of students
over the duration of the Agreement, as necessary,
to maintain a reasonable balance in the exchange.
3. Selection
of Participants, and Admission a) The
home university will screen applicants from
its university for the exchange. The host university
will reserve the right of making final judgment
on the admissibility of each student nominated
for the exchange. b) The
exchange student must satisfy all admission
requirements, including the language proficiency
requirement of the host university. c) Students
participating in this program will continue
as candidates for the degree of their home university.
Transfer of credit for work undertaken
will be subject to the discretion of the home
university. d) The
exchange student will enjoy the same rights
and privileges and will be subject to the same
rules and regulations as the students of the
host university. e) Each
university reserves the right to require candidates
to complete the standard admission documents
and to provide the results of any required entrance
examinations. Each university will also provide
full information on the courses that participants
have taken at their home university so that
the host university can make good admission
decisions.
4. Intensive
English Program To
assist Korean students desiring to improve their
English Language proficiency, students will be admitted
to the regular Intensive English Program at Western
Washington University. When there are sufficient
numbers from KSNU, English for Special Purposes
classes shall be added to the Intensive English
Program curriculum to meet the particular needs
of the Korean students. It is anticipated
that the Korean students may be in Bellingham during
the Spring and Fall academic quarters so as to facilitate
greater interaction with American students. The
following guidelines are recommended:
a) Intensive
English Program sessions follow the same quarterly
schedule as credit classes, with a 12-week Fall
quarter and 11-week Winter and Spring quarters. b) During
the quarterly sessions, students will live in
the residence halls and/or with host families
as available. c) English
classes will enroll in a minimum of 18 hours
and a maximum of 23 hours per week of language
and culture classes. d) Class
size will be an average of 12 with a maximum
of 15. e) Korean
students shall be enrolled with students from
other countries learning English in order to
facilitate the learning process. f) The
Intensive English Program will administer a
series of English language tests upon the students'
arrival in order to place them in one of the
6 language-proficiency levels of the curriculum. g) Application
materials and financial documentation shall
be completed and submitted to WWU by the Korean
students and Kunsan two months prior to departure,
so that appropriate visa documentation may be
returned to Kunsan. h) The
cost of the program shall include instruction,
room & board, activities and excursions
as provided by the program, and study materials. i) The
estimated cost of the quarter-long program shall
be sent to Kunsan National University by WWU
six-months prior to the start date. j) Kunsan
National University will transfer through the
appropriate banks the total program charge to
WWU thirty (30) days prior to the start date.
5. Financial a) All
exchange students shall pay tuition, mandatory
fees, and other compulsory costs to their home
university. b) All
payment for travel, medical insurance, accommodation,
food, books and supplies shall be the responsibility
of the individual participant. Neither
institution shall be held liable for such charges. c) WWU
exchange students entering Korea are required
to have medical and dental insurance prior to
departure from their home country. Exchange
students and dependents at Western Washington
University are required to have full medical
coverage including repatriation and medical
evacuation. d) Students
selected for the program shall satisfy the host
university that they have adequate funds both
for return transportation to the home university
and also for additional living costs during
their enrollment at the host university apart
from those costs already specified in this Agreement. e) Any
incidental fees for services over and above
those specified in this Agreement shall be met
by the visiting student. These fees shall
be no greater than those normally paid by students
of the host university.
6. Responsibilities a) Western
Washington University and Kunsan National University
agree to accept the prescribed number of exchange
students, to enroll them as full-time non-degree
students for either one or two semesters of
the academic year as determined by this Agreement. b) Western
Washington University and Kunsan National University
agree to accept as equivalent each other's tuition
fee level, residence provisions, length of academic
year, teaching methods, examinations, and related
provisions as their own. c) Western
Washington University and Kunsan National University
agree to provide each exchange student with
the necessary documents to enable the exchange
student to obtain visas. d) At
the conclusion of the exchange, Western Washington
University and Kunsan National University agree
to provide a report, including an official transcript,
on the achievements of the exchange student. e) Western
Washington University and Kunsan National University
agree to assist each exchange student by:

providing
pre-departure material and post-arrival orientation; ?
arranging
appropriate accommodation; ?
providing
arrival assistance and temporary accommodation,
if required; ?
establishing
an institutional body, or utilize an existing body,
to oversee the exchange program, and
to consider and rule on those policy matters related
to the program; ?
designating
an administrative contact to deal with all correspondence
related to this program, ?
provide
student support and advisory services.
7. Other
Responsibilities a) The
exchange student shall be entitled to the use
of the host universities facilities on the same
basis as the students of the host university. b)
Dependents are permitted to accompany the exchange
student. However, all issues relating
to airfares, visas, accommodation, and other
matters regarding the student's dependent(s)
shall become the entire responsibility of the
exchange student.
8. Renewal,
Termination, and Amendment a) This
Agreement will commence from the date of signing,
and continue thereafter for a period of five
(5) years, subject to revision or modification
by mutual agreement. b) For
conditions of the exchange not covered by this
Agreement, or for problems that arise during
the course of the Exchange Agreement, both parties
agree to refrain from unilateral action
and to consult and negotiate mutually acceptable
decisions. c) Amendments
to this Agreement may be made at any time, by
correspondence, and only when agreed upon by
both parties. Any amendments shall be
added to the terms as appendices. d) Either
university may terminate this agreement by giving
notice in writing to the other university of
no less than six (6) months. Any student
who may have commenced at either university
before the date of termination may complete
their courses of study by special agreement
between the two universities. e) The
universities shall confer concerning the renewal
of this Agreement six (6) months prior to its
expiration.
